Unprofessional and dubious business model.
At check-in, I was charged the full booking price including 18% Peruvian value-added tax (IGV). As a foreign tourist (stay under 90 days), I am exempt from this tax under Peruvian law (Decreto Legislativo N° 917) by presenting my passport and entry stamp. The accommodation strictly refused to deduct the tax and instead referred me to Booking.com.
The owner's claim that this 18% is a general national tax that applies to everyone is demonstrably false. Even in the price information from Booking.com before booking, it explicitly states that this 18% VAT only applies to citizens of Peru. During my 6-week trip through the country, this was the only accommodation that acted this way. The owner of the accommodation refused to refund until the end and showed no understanding. In my opinion, this behavior leaves a clear impression of a completely unprofessional and dubious business model that deliberately capitalizes on the ignorance of vacationers.
The route through customer service was difficult. While the written email support from Booking.com initially only provided me with standard responses, it was the phone support that made a difference. The accommodation did not respond at all to the official request for a statement for days. Since the matter is now at a higher management level, Booking.com has refunded my money directly and is now recovering it from the accommodation.
Check the billing amount here very carefully! If the tax is unlawfully withheld, contact the official Peruvian tourism authority iPerú immediately and report the incident to the consumer protection agency INDECOPI.
Based on this experience, I can only strongly advise against booking here!
